Special education, a partially-funded mandate by the federal government, is rising as an important issue in school districts across the state. In recent years, there has been an alarming increase in the number of students identified for special education, and commensurate increases in school district budgets to cover these “required” expenses. However, many Granite Staters, including many school board and budget/finance committee members, have only a passing knowledge of special education and how it is supposed to work. SAU and school administrators often keep most details of special education to themselves and “protect” it. The NH Legislature recognized the problem of rising special education expenditures and has passed 2025 SB57, which if signed by the Governor, will create a commission to study the costs of special education starting in July 2025, with an initial report due in November 2025. This webinar will cover the fundamentals of special education (IEPs, 504 plans, staffing, services, disputes, etc.), the challenges, and the opportunities.

This webinar will cover the 2025 NH legislation involving school governance, education, and budgeting. There were many successes and a few setbacks. The discussion will help inform how the new laws can be used by citizens, school boards, budget committees, and school districts to improve education outcomes in a financially efficient manner. More importantly, we will discuss priorities for the upcoming 2026 session, including ideas for bills (LSRs) to offset the setbacks of 2025 and make new progress in 2026 to improve school governance, transparency, and prudent budgeting/spending as we continue to see declining student enrollments and increased school choice. Legislators, staff, and others interested in the legislative process are all welcome.

WHO: All SDGA members and those interested in becoming members.
WHY: This is an enjoyable time for you to help guide the direction of our organization, including future proposed legislation, meet fellow members, and learn about NH legislative developments in education. The networking is particularly energizing.
